The Cabinet met on Wednesday, July 17, 2024, in the Cabinet Conference Room, Government Administration Building.

Mrs Sabrina Turner acted as Deputy Premier; Mr Bernie Bush, Parliamentary Secretary, acted for the Hon. Minister of Financial Services and Commerce, Investment, Innovation, and Social Development; Mrs Heather Bodden, Parliamentary Secretary, acted for the Hon. Minister for Tourism and Ports; and Mrs Gloria McField-Nixon acted for the Hon. Deputy Governor. All other Ministers and Members of the Cabinet were present.

At this meeting Cabinet:

  • Confirmed approval granted by circulation on July 12, 2024, for:
    • Cost-Sharing Agreement between the Paramount Group and the Cayman Islands Government to assist with the construction of the access road termed the Agnes-Fairbanks Connector;
    • Publication of the Declaration of Intent Notice as defined by Boundary Plan No 679 and the Declaration of Authority to Enter the Land Notice;
  • Approved the exemption of property asset areas from the application of Public Lands Regulations, 2021, in accordance with section 40(1)(a) of the Public Lands Act (2020 Revision);
  • Approved the appointment of the following persons to the Work Permit Board: Yentel McGaw –Member and Patricia Ulett – Member;
  • Approved the publication of a Declaration of Intent Notice to acquire land for the construction of a public road as depicted by Boundary Plan No 628 and publication of a Declaration for the Authority to Enter the Land Notice
  • Approved the following appointments to the Animal Welfare Advisory Committee: Brian Crichlow, Acting Director of Agriculture or designate – Chair; Julie Cumber, Cayman Islands Humane Society – Member; Cadion Ebanks, Cayman Islands Agriculture Society – Member; Rudy Myles, Member of the Public – Member; PS Christopher Donaldson, RCIPS – Member; and Sharon Hinds, Cayman Islands Equestrian Federation – Member and acknowledged the service of previous Chair, Adrian Estwick;
  • approved in accordance with section 53(1) of the Development and Planning Act (2021 Revision), an exemption from planning permission for electricity connection to the temporary Department of Agriculture Sales/Office container in Cayman Brac;
  • Reviewed and Noted the Cayman Islands Judicial Administration’s Annual Report/Financial Statement for the period ending 31st December 2023 and authorised the Hon Attorney General to table in Parliament;
  • Reviewed and Noted the Office of the Director of Public Prosecutions Financial Statements for the period ending 31st December 2023 and authorised the Hon Attorney General to table in Parliament;
  • Approved the appointment of the following persons as Notaries Public: Cheryl Cole, Jennifer Reilly, Camille Hernandez-Scott; Trorr Scott; Cleveland Stewart; Nicosia Lawson, Sherene Mullings; Renee Rankin; Amanda Small and Soraya Taylor;
  • Approved the creation of a new Transfer Payment under the Cabinet Office entitled TP 125 – Disaster Preparedness and Relief and in accordance with section 11(5) of the Public Management and Finance Act (2020 Revision) to increase TP 125 – Disaster Preparedness and Relief by CI$1,000,000;
  • Approved the renewal of lease of office premises for the RCIPS Training Unit;
  • Approved the following:
    • Re-appointments and appointments of the following persons to the Nursing and Midwifery Council: Rosanna Humphreys-Johnson – Chair; Laura Elniski – Deputy Chair; Jennifer Coleman – Member; and Kathy Quintana-Gonzalez – Member;
    • Accepted the resignation of Jessica Ebanks as Member;
  • Approved reappointments and appointments of the following persons to the Council for Professions Allied with Medicine: Dr Alexandra Bodden – Chair; Dr Kristina Bramwell – Deputy Chair; Mr Hylton Grace, Jr – Member and Mr James Crooks -Member;
  • Approved the direction of the transport work and that both the early gains and interim strategy works can be progressed and in accordance with section 12 of the Public Management and Finance Act (2020 Revision) authorise the Hon Minister for Planning, Agriculture, Housing, Infrastructure, Transport and Development to seek approval from Parliament to increase appropriation PAH 1 –Advice and support to the Minister by $300,000;
  • Approved the lease of office premises for the Cayman Islands Cadet Corp HQ;
  • Approved the appointments of the following persons to the National Roads Authority Board: Mr Stanley Panton – Deputy Chair; Mr Paul A Bodden Jr. – Director; Mr Kelvin Dixon – Director; Ms Heidi Hunte-Webster- Director and Mr Dane Walton – Director;
  • Noted the reconstructions and repairs of previously permitted coastal structures; and
  • Noted the scope of practice for pharmacists and pharmacy technicians.
