The Cabinet met on Tuesday, July 30, 2024, in the Cabinet Conference Room, Government Administration Building.

Mr. Bernie Bush, Parliamentary Secretary, acted for the Hon. Minister for Youth, Sports and Heritage, and Mr. Jason Webster acted as the Cabinet Secretary. All other Ministers and Members of the Cabinet were present.

At this meeting Cabinet:

  • Confirmed the approval granted on 24th July, 2024 for the Development and Planning (Waiver of Permission for Development) Order, 2024, for the construction of The Cayman Islands Aquatic Centre on Block 15B Parcel 390 to support the development of swimming for the Cayman Islands;

  • Confirmed the approval granted by circulation on 24th July, 2024 to note the Portfolio of Legal Affairs 2023 Annual Report and authorised the Hon Attorney General to present in Parliament;

  • Approved in accordance with section 11(5) of the Public Management and Finance Act (2020 Revision) an increase in allocation of funds in the FY2024 EA148 – Major Road Works -Expansion Projects in the amount of CI$5,000,000 and authorised the Ministry of Finance and Economic Development to disburse $19,000,000 from Infrastructure Development Fund into Government’s General Operating Bank account.

  • Approved the exemption by British Airways PLC Ltd. from the provision of section 11(4)(e) of the Local Companies (Control) Act (2019 Revision);

  • Approved the issuance of drafting instructions for the proposed new Merchant Shipping (Manning, Hours of Rest and Standards of Training, Certification and Watchkeeping (STCW) Regulations, 2024;

  • Approved the issuance of drafting instructions of the proposed amendments to the Trade Marks Act 2016 and the Trade Marks Regulations 2017;

  • Approved the conducting of a referendum before the end of 2024 on the development of cruise berthing to support the cruise tourism industry and in accordance with section 11(5) of the Public Management and Finance Act (2020 Revision) to increase appropriation CIV13 – Operations of the Elections Office in the amount of CI$1.2 million;

  • Reviewed and noted the Cayman Islands Health Services Authority Annual Report for the 12-month period ending on 31st December 2023 and authorised the Hon Minister for Health and Wellness to present at the next meeting of Parliament;

  • Approved the issuance of drafting instructions to amend Schedule One of the Misuse of Drugs Act (2017 Revision);

  • Approved the issuance of drafting instructions for additional amendments to the Health Insurance Act (2021 Revision) and the Health Insurance Commission Act (2016 Revision);

  • Approved the issuance of a Coastal Works Permit for Block 27B, Parcel 115 to dredge an access channel ;

  • Approved the Beneficial Ownership Transparency Act, 2023 (Commencement) Order, 2024; Companies (Amendment) Act, 2023 (Commencement) Order, 2024; Limited Liability Companies (Amendment) Act, 2023 (Commencement) Order, 2024; Limited Liability Partnership (Amendment) Act, 2023 (Commencement) Order, 2024; Foundation Companies (Amendment) Act, 2023 (Commencement) Order, 2024; Mutual Funds (Amendment) Act, 2023 (Commencement) Order, 2024; Insurance (Amendment) (No.2) Act, 2023 (Commencement) Order, 2024; Companies Management (Amendment) (No.2) Act, 2023 (Commencement) Order, 2024; Banks and Trust Companies (Amendment) Act, 2023 (Commencement) Order, 2024; Virtual Assets (Service Providers) (Amendment) (No.2) Act, 2023 (Commencement) Order, 2024; Beneficial Ownership Transparency Regulations, 2024; Exempted Limited Partnership (Amendment) Regulations, 2024; Monetary Authority (Administrative Fines) (Amendment) Regulations, 2024; and Police (Information and Assistance to International Law Enforcement Agencies) (Amendment) Regulations, 2024; and issuance of drafting instructions to amend the Beneficial Ownership Transparency Act, 2023 and Beneficial Ownership Transparency Regulations, 2024; and

  • Noted the tax exemption statistics for April, May and June 2024.
