Today, December 18, 2025, Selvyn Emmanuel Bailey was sentenced by Justice Peters to 14 years and 8 months for the rape of a 16-year-old girl in mid-2023 when she was visiting the Cayman Islands from Jamaica. Bailey also received 6 years imprisonment for an indecent assault and 2 years for another indecent assault. Lastly, a Sexual Harm Prevention Order was placed on him for 20 years restricting his contact and communication with females under 18 years old.
As explained by the Office of the Director Public Prosecutions, Bailey was convicted of the three offences in July 2025.
Regarding the rape, the DPP Crown Counsel said that the starting point for imprisonment is 13 years, with a sentencing range of 11 to 16 years.
He suggested to Justice Peters that the starting point should be increased for aggravating factors, including an abuse of a position of trust and the act of ejaculation.
After Justice Peters considered the DPP’s submissions, along with arguments presented by Bailey’s attorney Greg Walcolm, she increased the starting point of 13 years’ imprisonment by 6 months due to ejaculation.
She added 2.5 years for escalation and grooming behaviour.
Lastly, she gave a discount of 16 months for mitigating factors, including his previous good character and religious devotion.
This left a total of 14 years and 8 months’ imprisonment.
For the indecent assaults of licking the victim’s naked vagina while she slept and touching her bottom over clothing, Justice Peters sentenced Bailey to 6 years and 2 years, respectively. The indecent assault sentences will run concurrently with the rape sentence.
In the absence of a sex offender registry, Justice Peters put in place a Sexual Harm Prevention Order for 20 years. This contains restrictions on Bailey’s contact and communication with minors under 18, with specific exceptions for incidental contact in daily life.
Justice Peters noted that, in the interest of protecting the victim, the victim’s name shall not be published. Further, nothing can be published that may indirectly identify the victim.

As explained in the Grand Court, a sex offender would typically be placed on a registry for life in the UK, but there is no such public registry in the Cayman Islands. It remains to be seen whether the Cayman Islands will consider implementation of such a register in the future.
